New law on digital platforms providing services

The significant points of the draft are as follows:
- The Electronic Transactions Development Agency (ETDA) will be appointed as the governing authority.
- The entity or individual operating the digital platform providing services must notify the ETDA before commencing business. Those digital platforms which are governed by another authority and are specifically mentioned in a list made by the Electronic Transactions Committee are exempt from this notification requirement.
- The operator of a digital platform providing services which is located abroad must appoint in writing someone residing in Thailand as an agent. The agent must have full authority and unlimited liability to operate the digital platform in Thailand.
The draft will be reviewed by the Office of the Council of State before being passed as a law.
