Reduction of payments for shorter-term employment
With this step, the government wants to motivate employers to conclude a greater number of part-time contracts with employees who cannot work full-time in view of a wide variety of living situations.
The discount applies to concluded part-time contracts in the scope of from 8 to 30 hours per week for defined groups of employees. These include persons over 55, parents and foster parents of children under 10, students of secondary schools or universities, unemployed for retraining and people with disabilities outside the protected labour market. The discount on premiums will also apply to the employment of persons under the age of 21, for which part-time employment is not a condition. In this case, the aim is to promote the entry of young people, and graduates of secondary and vocational schools to the labour market.
The employee to whom the employer will apply for relief must meet the following conditions:
- The earnings from all employment carried out in an employment or service relationship with the same employer for the given calendar month shall not exceed 1.5 times the average wage
- For 1 hour of the total hours worked for all these jobs in the calendar month, the employee will not have more than 1.15 times the average wage
- The employee’s working time in an employment or service relationship from all employment to the same employer, including periods considered to be the performance of work and services, will not be more than 138 hours. If an employee has entered the employment during a calendar month, that limit shall be adjusted in proportion to the number of calendar days of the employment period in the calendar month and the number of calendar days in the calendar month, with the result rounded up to full hours.
The government's amendment must still be approved and signed by the President.
