Below, you will learn about:

• The National Bank of Ukraine's discount rate is cut to 16%
• UJITS and non-residents

Starting from October 27, 2023, the NBU Board's decision "On the discount rate" No. 382-rsh dated October 26, 2023 set the discount rate at 16% (previously 20%).

On October 19, 2023, the Verkhovna Rada of Ukraine adopted Law of Ukraine No. 10087-1 "On Amendments to Certain Legislative Acts of Ukraine on Clarifying the Duties of Participants in Court Proceedings" (hereinafter - the "Law"), which has now been submitted to the President for signature.

The Law provides clarification on registration in the UJITS of entities that are not legal entities under Ukrainian law.

Key points:

• The Law supplements the procedural legislation with provisions stating that the obligation to register an electronic cabinet applies only to:
  • public authorities;
  • other state bodies registered as legal entities in accordance with the laws of Ukraine;
  • legal entities registered under the laws of Ukraine.
• Thus, it follows from the Law that non-resident legal entities are not required to register with the USLC, given the fact that non-residents are not considered legal entities registered under Ukrainian law.

The government plans to launch Electronic booking (hereinafter –  the «Service») by the end of this year. In this service, employers will be able to create an account for employees.

Key points:

• the Service will be accessed through the Diia application;
• the Service will provide business managers with the opportunity to find out which employees on military service can be booked;
• the Service will allow employers to enter the credentials of specific employees and check whether they are not subject to reservation, have a scarce military specialty, need to update their data in the TAC, etc;
• the Service also provides for the possibility of booking for a month if a person needs to update their credentials.

After the Service is launched, registered employees will receive an extract from the register of persons liable for military service with a QR code that can be read, for example, when crossing the border.
