Mazars welcomes five new global partners from SG
We are delighted to announce that for the first time in the history of Mazars in Singapore, five of our local partners have been accepted to the global partnership. Chin Chee Choon, Chester Liew, Elaine Chow, Rain Chong and Justin Lim join eight existing Singapore partners to be part of the CARL partnership.
Over 1000 Mazars global partners voted to co-opt the aforementioned CARL partners from Singapore and more than 100 other partners from across the world. Rooted in a Belgian legal term for Cooperative à Responsabilité Limité (CARL), CARL partners are equity partners of Mazars globally and tasked with defining the strategic objectives of the Mazars Group and coordinating their implementation at member entity level.
The global partners are set to bring unwavering work ethic, breadth of talent and modern leadership skills to the table to further the Mazars ambition. They cover a wide array of expertise, committed to serving our clients with the utmost care in all our lines of service. As exemplary leaders, they also play a critical role in developing, mentoring and coaching the young professionals at Mazars.
Rick Chan, Managing Partner and Head of Audit and Assurance APAC congratulated the five partners on their achievement: “It is always a pleasure to announce new promotions within our team. Chin Chee Choon - Partner, Audit and Assurance
Chee Choon joined Mazars on 15 November 2021 as a Partner in Audit and Assurance. He has over 20 years of professional experience. He previously served at two Big 4 firms in Malaysia and Singapore, US multinational corporations and a top 10 mid-tier accounting firm in Singapore.
Chee Choon has significant experience in auditing companies of various sizes including those listed on the Singapore Stock Exchange (SGX). He has also acted as Reporting Accountant for companies looking to list on SGX. Beyond his core roles, he has extensive experience in risk advisory, corporate governance, internal audit and sustainability reporting.
Chee Choon holds a Bachelor of Accounting from the University of South Australia and a post-graduate diploma from the University of Oxford, United Kingdom. He is a Fellow Chartered Accountant of Singapore, a Public Accountant of Singapore and a Certified Internal Auditor.
Reflecting on his appointment, Chee Choon said: “I am delighted to join the Mazars global partnership. This new year will see me accelerating the growth of our audit proposition and advisory business in Singapore and the region. Alongside my incredible team, I will continue bringing the best of Mazars’ quality to our clients.”
Chester Liew - Partner and Head of Risk Consulting & Sustainability
Chester leads the Risk Consulting and Sustainability practice in Singapore. He has over 15 years of experience gained from international consulting firms and commercial companies.
Chester has worked with multiple blue-chip listed companies in Southeast Asia and some of the world’s largest multinational corporations in delivering a broad range of client focused solutions, ranging from Business Process Improvements, ESG, Pre-IPO Internal Controls Review, Enterprise Risk Management, Quality Assessment Review to Internal Audit.
He serves various clients across Asia-Pacific (APAC); Europe and the US in various industries, ranging from manufacturing, distribution and technology; energy & utilities; healthcare; consumer services and products; e-commerce as well as government bodies.
Chester said: “Due to the existing global challenges, businesses will continue to face growing challenges and opportunities in areas such as sustainability, governance and ‘right-sizing’. I am thrilled to be a global partner at Mazars, and I hope to collaborate and showcase our consulting capabilities to meet our current and new clients’ needs.”
Elaine Chow - Partner, Tax
With more than 20 years of international tax experience in Banking, Oil & Gas MNCs and Big Four firms, Elaine specialises in multi-country Mergers & Acquisitions (M&A), Private Equity and international tax advisory. She is a Chartered Accountant and Accredited Tax Advisor in Singapore.
She has extensive experience advising on multi-country high profile M&A deals globally, structuring share/asset acquisitions, new investments, corporate restructuring, pre and post deal restructuring, efficient profit repatriation techniques, and negotiating tax indemnities and warranties.
Elaine commented: “I am excited to be joining the Mazars global partnership. As a CARL partner, I look forward to growing our M&A tax practice and addressing the complex challenges faced by our clients across Asia.”
Rain Chong - Partner, Outsourcing
Rain leads the Accounting & Advisory practice at Mazars. She is a member of ACCA and has over 13 years of audit and accounting experience in Singapore and Malaysia.
Rain has a strong understanding of the Singapore business environment and regulations, and extensive experience in setting up accounting practices and advising accounting technical treatment. She serves clients from various industries, covering manufacturing and distribution, luxury retail, oil and gas, and investment companies.
Currently, Rain serves as a Mazars global training ambassador of outsourcing services and oversees the technical training of the outsourcing team in Singapore.
Rain said: “It is a great honour to be appointed as a Mazars international partner. With a passion for learning and development, I am eager to bolster our outsourcing team and deliver exceptional services to our clients as we go from strength to strength.”
Justin Lim - Partner, Outsourcing and Head of Corporate Secretarial
Justin is the Head of Corporate Secretarial practice and leads the Payroll & HR practice at Mazars. With over 12 years of experience, he is a qualified Chartered Secretary and an Associate Member of the Chartered Secretaries Institute of Singapore (CSIS).
Justin manages a portfolio of companies and assists the boards with compliance and regulatory requirements. He serves a broad range of local and international clients in various industries including aerospace, oil & gas, commodity, finance-related, tech, engineering, owner-managed business, retail, professional services, F&B, MAS regulated companies, telecommunications, education, energy, and pharmaceuticals.
As a leader in the Outsourcing practice, Justin is well versed in assisting clients with their different outsourcing requirements in Singapore and other countries in APAC.
Justin said: “I am elated to be part of the Mazars global partnership. This is an exciting time in the industry, and I look forward to helping more clients with their Outsourcing needs this year and to grow the Outsourcing practice in Singapore.”
